यह फिल्म है एक ऐसे अद्भुत बाँध की, जिसने करौली और सवाई माधोपुर माड क्षेत्र के 47 गाँवों की 40,000 बीघा खेतों में खुशहाली और समृद्धि ला दी थी। लेकिन किन्ही कारणों से पिछले 14 सालों से इस बाँध से एक भी बूँद पानी सिचाई के लिए नहरों में नही छोड़ा गया है, जिस से इस क्षेत्र की जनता का जीवन कठिनाइयों से भर गया है। यह फिल्म इस समस्या का पूरा घटना क्रम दर्शाती है। "The Invisible Locks of Panchana" is a docu-film made on the long and arduous struggle of the farmers of eastern Rajasthan to get water released from the Panchana dam. This dam was built to irrigate this very area but due to local politics stands shut for the past 14 years. It is classic story of how greed of a few can cause distress and hardship for many. The closure of this dam for 14 years has had cascading effect on these villages compounding their problems. As summer approaches, not opening the dam water will make things worse. Post Indian Independence in 1947, the government was planning to maximize water resources by building dam on major rivers."Panchana" dam is commissioned in 1991 which brings prosperity to the 40,000 bighas of area surrounding it. But due to reasons unknow the dam was shut down in 2006 and for last 14 years, it has stopped supplying water to its canal which has brought the prosperity and development of that area to a grinding halt. This Film documents the journey of Panchana" dam and brings the struggle of the local people to the fore where they formed "Panchana Dam Command Area Vikas Parishad" to get the waters of Panchana released through peaceful persuasion. राजस्थान सरकार ने पाँचना डैम 125 करोड़ रूपये से भी ज्यादा की लागत से कमांड एरिया के 47 गाँवों की लगभग 1.25 लाख की आबादी की लगभग 40 हजार बीघा कृषि भूमि की सिंचाई एवं क्षेत्र की समृद्धि हेतु बनवाया है। वर्ष 1990 -91 से 2005-06 के बीच, 13 वर्षों तक इस डैम से सिंचाई हेतु पानी की आपूर्ति की गई। परन्तु बिना ठोस कारणों के हर स्तर पर उदासीनता की वज़ह से वर्ष 2006 के पश्चात् 14 वर्षों से नहरों में पानी नहीं खोला जा रहा है जिससे किसानों को लगभग 100 करोड़ रूपये प्रति वर्ष सीधी हानि के साथ क्षेत्र व आसपास के कस्बों में रहने वाले सभी नागरिकों को अन्य कई अप्रत्यक्ष नुकसान हो रहे है। 13 वर्षों तक नहरों में पानी नहीं खोलने के कारण अब तक कमांड एरिया के किसानों को लगभग 1400 करोड़ रुपए का नुकसान हो चुका है। इसी प्रकार 13 गाँवों की लगभग 8000 बीघा भूमि की सिंचाई हेतु बनाई जा रही 13.21 करोड़ रुपए की गुड़ला लिफ्ट परियोजना में वर्ष 2010-11 से बहुत ही धीमी गति से काम हो रहा है और इस प्रोजेक्ट के काम में लगभग 8 साल देरी होने से लगभग 160 करोड़ रुपए का वहां के किसान भाइयों को भी नुकसान हो चुका है। --------------*--------------*--------------*--------------*--------------*--------------*--------------*--------------*--------------*
